If I place a bid on a horse for sale/stud, do I need to have that money on hand for the offer to be accepted, or is it okay for it to just be in the bank?

At the moment actually you do not have to have the money on hand to place a bid, But it must be on hand for the player to accept the bid. However I believe Abbey mentioned recently reverting it back to having the money on hand and go into holding until your bid is accepted or deleted. Which saves the hassle for sellers of not being able to accept bids, and protects the buyer by keeping the ability to delete bids and return your money in case you change your mind or the seller is taking too long to accept or deny your bid.

Sabriel is absolutely right; I just tried it lol! But yes you do need to make sure you have the money on hand afterwards so the owner can accept your bid.
