Item Sales-Question

So I was wondering where can we post if we are giving away free stuff? Not like a giveway but I always have saddless and bridles and tack boxes that I would love to give away for free as gifts(Not in the item market) to other players and I want them to sign up so I can gift it to them when I get it and everyone gets it equally, can I do something like this, and if so, how do I advertise so people sign up on the list?
