Is this a scam? -please help!

I was looking to buy some western tack off someone (I'm not going to mention any names) and sent my payment. One month ago, they said that they would send it soon, but I still haven't received any tack. Three weeks ago, I asked if they could send the tack over. They still haven't replied. Should I report them? Let me know what you think. Thanks!

If you've noticed they've been recently active on EV, then yes i would report the scammer.

A tip: Don't buy from other players. Buy it from Item Market, it ensure the transfers. That's what the Item Market is for...
