I usually get them from the wishing fountain once in awhile, got 20 uses today from it actually.  It is very rare though

You can get peppermints from the fountain by wishing for items. Or you can buy them from other people via the marketplace or trades.

They are still a thing, but are rare and therefore can be pricey. You can also get them from leisure riding.
