Level 5 with the training is the highest you can go. :) By training your horse, it improves your horse's chances at winning in the shows. :3

I get that Level 5 is the highest, but there are higher ranks (R1, R2, R3, etc) as well as National etc. So why isn't my R1 Level 5 progressing to R2 Level 1 if the Training Progress bar is full and has been for over a week now? (Keep in mind, I train them daily, so it's not that.)

I'm not sure if this was the conclusion you came to, but when you're in the Novice and Local grades, you move up to a new grade for every 50 stats your horse gains. When you get to Regional grade, it's every 100 stats, so it does tend to take longer to reach those new grades. :)
