New Divisions!?

I am a little confused on how to make new divisions. Do you have to be a certain level or...? Anyone able to help me?

Click on the "Home' button and scroll down to the bottom of the page. You'll see a button that increases the amount of horses you can own at one time, and to the right a button that lets you buy a new division. :) Then once you buy a division, you can go to that horse's page to switch it to the division. If it's unassigned, then you'll be able to assign it to a division from the page that lists all your horses.
