Medibang Paint Pro c: It has layers, is easy to use, Free. And i've been using it a few months now and I'm pretty happy with it. c: Gimp is pretty good too, though it never worked for me.

GIMP is what I use, and it's free. Though, it is offline only, but I have never had any problems with it.

I just saw and thought I'd mention paint.net. It's free & a lot like gimp. It is offline though. Please keep the 5k as I saw this so late in the day. Thanks!

^^ Gimp, fire alpaca and photoshop cs2 are all free ( well kinda cs2 is but isn't) and I find that they all work perfectly fine and is what I use most of the time. They all support psd files as well.
