Chat room

I see that there is a chat room, and I kept getting just...nothing. It loads the rest of the site, (borders, header, etc) but the middle of the page is just blank. I figured maybe it was blocked on my work computer, but I tried it at home...it was still like that. So I figured, hey, maybe it's just not up yet, they did go to this new version somewhat recently...but, then I looked at the terms and conditions again, and realized there was a section on chat room rules.

So...I'm confused now. Is there a chat room? Is it unlocked at a certain level like breeding and the auction house is? If so, what level? I wanted to chat with people!!!

It doesn't work. It hasn't for a while now.
