I know it means Novice I just want to know how do I get higher and is 3 better than 1 or the other way around.

The higher the number, the better the rank - Novice 3 is better than Novice 1. Each grade has five levels, so there is a 1, 2, 3, 4, and 5 for Novice, Local, Regional, National, and International. Novice is the lowest group, International the highest. The grade your horse has at birth depends on its stats; that grade can then increase as the horse gains stats through treating, training, showing, etc.
