Create New Topic Option at Top

I know I just started, but this is one thing that immediately got my attention. Most forum boards have an option on the top right (typically) to create a new topic. It could just automatically scroll us to the bottom where the topic creation element is or it could pop up a creation element window.

Sorry if this suggestion has been previously posted, I'm still trying to figure out this site.

I believe that's how we had it before this recode. I've been a member for 3 years and, while I don't remember it exactly, I know it used to be much easier to create a new topic.
