Free or cheap layout for my Rescue farm?

I know it's asking a lot but is there anyone who would be willing to make a simple layout for my page?.

(By Rescue Farm I mean I take horses (mostly) from the rescue centre that are too old to breed/show or almost too old, and give them a home for the rest of their days. I also take in other players horses for them if they need to make room/can't afford the horses they have (If I myself have the room).)

Anyway, I can't afford to pay in the hundreds of thousands, more like just the thousands once I earn the money and get the weekly payment. All I really need is the pic (which I will provide) and under or next to it, the box to write what I'm all about in. The colours for the box outline/text whatever, is light blue for the backgroud, and dark-ish brown (like chocolate but darker) for the borders and text. If theres anyone willing to do this please let me know.

Alternatively maybe someone could tell me how to code it myself? or if the coding is the same with a slight difference?

If you wish, I could provide you with a code from my layout, with some minor changes like background color, width of borders and so on.

That would be great, how much were you thinking?

I'll do it for free, there is not that much work. Just let me know what background and border width and color you need.

I'm not too fussy. I'd like it to have a homey rescue ranch feel to it if that makes sense. So since my colour is light blue, green sky blue I think, the border would be a really nice dark (but not too dark) brown, and the text to be the same type of brown. I'm not sure about the border width, not too thin but not overly thick, I trust your judgment on what looks best or is easier for you since you're making it :) if you need a pic I still have my old one from version 1.
