I agree with Blueberry; they look like Eriskay Ponies. My only other idea is the Kerry Bog Pony; but I don't know if they're endangered or just considered 'rare'.

Sib is correct it is a Kabardin or as they say Kabarda horse, I have always called them Kabardin horses.

They're often mentioned or compared to Akhal Tekes. Not 100% positive if they're related to them though. 
The Akhal Tekes were brought up a few times in the article I was reading on this breed.

Nope, they're a bit rarer and lesser known than the Barbs. 
Though, they're not considered endangered or threatened. Just rare.
