Chat Rooms

What are the chat rooms and how do you get in one? Every time I click on the button for in in the drop-down menu when you hover over "Forums" or in the Town section, the page comes up empty. Does this happen for everyone else or are the chat rooms only accessible for certain level?

The chat room requires that you have the java plugin for your browser, and it requires that java be allowed to be activated. I find that even when I activate java, I cannot enter the room until I refresh the page, however.
