Upgrading Tack available at lvl5 or 6?

Hi all! Figuring out if something's changed in the recode or if this is a bug. Just hit level 5 today as a member (*twirls*), went to go upgrade Tack. Before, where it would tell me I didn't have the ability to upgrade tack until I hit level 5, I now have a drop down menu!! *double twirl*. I select a 100% durability tack item... click upgrade.... and get a notification saying I can't upgrade tack until level 6? O.O

Is this a bug that needs to be reported or did something change?
