ISO Layout

Looking for someone well-versed in css/html to make a layout for me. 

Looking for a layout that includes the following:
Banner cover
general styling and link styling that changes the color of the whole page
3-5 text boxes

The banner cover and main pic I want are fairly simple, and can be discussed further upon hire. If you don't make manips that's fine, I can make them myself as long as a spot is left in the coding for me to put them in. 

Can pay EVC or EVD, prefer to pay EVC though. No budget cap.
