I have been using my stat boost points the moment they are available. Should I be waiting till I'm at 10/10?

What do you mean?

They're only available if you train the horse 10 times and it shows a red arrow by the horses name.

As Demo said, stat boosts only appear after 10 trainings and can't be stacked- meaning you need to use them or the game won't let you train them! What you're doing now is fine.
