I wanna try and get into making layouts but I have no idea what program I should use to make layouts! I don't want a program that I have to pay for! What does everyone use to make layouts?

Are you talking about the coding or the visual aspects of the layouts? If you mean the visuals then a lot of people use Photoshop or GIMP (which is free) to design the images. The coding is something most people teach themselves via the internet.
