Character Ref (1 Mill EVD budget)

I have a new character that's in need of a reference.

I am willing to pay 1 million EVD for his reference.

I'm fairly flexible on many aspects, but here's what is set in stone:
character is a moderately or lightly built stallion (so anything that's not a pony or a draft, really)

character has dark olive green eyes (#003300)

character is perlino with blue brindle (shade is #2e5cb8). density of brindle markings is up to you so long as they are natural looking

character is tobiano, but exact pattern is up to you (but keep it natural looking, please)

character is dun with heavy primitive markings (ie leg barring, shoulder stripe, cobwebbing on forehead, etc - would be happy to elaborate further), and dun markings can be either natural OR the same blue as brindle striping

strongly preferred but not necessary attributes: 
character has wings that can be any pattern and any color that also exists on his coat (so cream, white, blue, etc)

character has a spinal mane, which grows from between his ears, down his neck and back, and melds into his tail. color is flexible, but im fond of ombre in shades that match his coat :)

if this sounds like a project you would like to tackle, please PM me or reply here, including a few examples of your previous work and what sort of timeline you're thinking of. I am 100% fine with free-to-use lines, and do not require original lines. if you do intend to go with free-to-use lines, i'd be happy to find some that i think fit him well for you to choose from.
