I'd breed them at 19 and 20 if I wanted the best foals. Horses retire at 21, so that'd be too late.

I usually breed at 19 & 20 also. Though on occasions its 18 & 20 if Im getting antsy!

Im guessing Stallions can be used once a day (or at least some of my individuals have been used by different players the day after one another)

It's a 7 day cool down for a mare. Gestation is 5 days, and then an additional 2 before she can be bred again.

The day before they turn 21 does allow enough time for cool-down. As Wind said, cooldown is 7 days, and horses no longer die before 22 years old, so breeding the day before they turn 21 gives them those 7 days (5 days gestation + 2 cooldown days)
