Adding public notes to divisions

^{I think it would be a nice option to be able to make our division notes public. A lot of times I come up with some really neat and clever descriptions to put there but then since I am the only one seeing them it's not as fun.} 

It could also be useful if you are selling perhaps and want to give some pricing guide notes. Either way I support.
