Layouts? A possible idea?

So, I have been wanting to get into the layout world as I have noticed not very many people are in it. Also because my computer refuses to download gimp so I'm not very good at digital artwork yet I still need a way to make EVD. I would appreciate some info on what to use to make layouts, how to do it, and anything you have to tell me. I'm pretty sure I'm capable of doing coding although I will probably have to learn quite a bit XD
