Lower conformation than both parents

I just bred my quarter horse and the foal has worse conformation points (neck) than both his parents. Can the luck factor make it so low or is it a bug? I've had this happen once before and it's a bit annoying.

it’s possible for a foal to have a lower conformation score than both parents. Most of the time they are above the average of the two, but there’s definitely some variability. So it’s not a bug, just a bit of bad luck!
