Yes, to use a program, you generally have to download and install it. I use SAI; it's definitely worth the $50 or so USD it costs. I upload images to Imgur if I'm going to be linking them elsewhere and to DeviantArt if I want to show it off. Krita is another good free program. I used to use GIMP, and a lot of people really like it, but I'm not its biggest fan.

I use Krita and Gimp 2.8, both free to use and compatible with Linux (which is important to me). Krita uses tons of RAM, so older computers may have problem with this program. Gimp runs on every device I had a "pleasure" to use, even 13 yo laptop. It has portable version too if you can't install programs on computers you use.
I used to use Photoshop CS2 but I didn't like it very much; SAI (pay to use), FireAlpaca (free to use) are also good software.

Software you don't need to download:
1 2
Both uses layers and you can export files without any account and paying for it.
dA muro <- you probably need to have dA account to use it.

For upload I mostly use deviantart's sta.sh and deviantart.

     I use Medibang Paint pro (From the same company as fire alpaca) - Both are free to use i just prefer medibang as it has a darker layout xD
     Photoshop CS2 is okay, i normally use that for things that need different brushes so i can get different effects.
     Gimp 2.8 is great, i used to use that. - Also free
     Paint tool SAI - i got mine for free from a graphics tablet deal, i don't use it as much as the others but its great for sketching.
     I normally upload to deviant art or Deviant art Stash, Imgur is also good for uploading things as well.

I also use firealpca!  I used to use gimp but it doesn't work with my drawing tablet. Both are free and need to be downloaded. The first program I used was pixlr it is online and free, no need to download it. Pixlr is similar to the other programs I use but not the exact same :)
