Base stats?

Can someone explain the fuse about base stats? I hear people mention it a lot when selling/breeding their horse plus i see it in public notes a lot.

Base stats for foundation horses are the same as their birth stats. Since birth stats (and therefore base stats) can't be changed with training conversion people like to know them when buying a horse. 

If a horse isn't a foundation horse, then you need the birth stats rather than the base stats (if the birth stats aren't recorded by the breeder/seller then that person will use base stats since they are recorded by the game and they reflect the birth stats reasonably well).
