Is that $10k for a horse with 100 total stats or $10k for every 100 stats above a base of 100, which would be $10k for a horse with 200 total stats?

Players tend to use a 10k per 100 overall stats as a pricing guide but you absolutely do not have to follow it.

What do you mean by "if it's the right age for it's stats"?

I probably should have worded it "if it's stats are right for it's age", it just refers to if the horse is on track for maximum potential stat gain by the end of their lifespan- this is very dependent on the starting stats and generation of the horse though. A horse that has been fed correct treats every day to the point of selling is usually worth more than a horse that wasn't.
