"$10k per 100 stat rule" clarification needed

Is that $10k for a horse with 100 total stats or $10k for every 100 stats above a base of 100, which would be $10k for a horse with 200 total stats?
Or is it $10k per 100 discipline specific stats?

I am aware that there are other factors that effect pricing, I just want this particular "rule" explained to me

What do you mean by "if it's the right age for it's stats"?

<sup>I probably should have worded it "if it's stats are right for it's age", it just refers to if the horse is on track for maximum potential stat gain by the end of their lifespan- this is very dependent on the starting stats and generation of the horse though. A horse that has been fed correct treats every day to the point of selling is usually worth more than a horse that wasn't.
