The numbers are what level the tack is at. Level 1/5 being the lowest (poorest stat boost) Level 5/5 being the highest (best stat boost).

The tack is upgraded at the Tack Workshop in the Town at the bottom of the page. But if you have a lot of horses it can be expensive. It is worth it however as the tack helps the horse in shows so the higher level (IE 5/5) the tack the better.

If you're serious about showing your ponies upgrade your tack & keep it repaired; about once a week I check mine.
