Tags and sigs

So I see a lot of people making tags and signatures and I'd love to join in but I don't know how to size them. How do you do that? What art site or app or specific thing is needed to size them?

Tags are 150x150 pixels, and sigs are 500x150 pixels. It's best to start out working on that size, so no resizing is ever required - the art section in the help explains a bit more.

Oh I must have missed that section thank you, but I think I meant like how is the art already that size and such 

You create your art canvas at the specific size in pixels to begin with. Most people use Photoshop or GIMP to make art, or similar programs like FireAlpaca or Paint SAI - using an app really isn't desirable or practical because they can be imprecise and doing recolours would be rather difficult. :/
