Locked Horses?

So I imported my account and all of my horses were locked. I moved some of them to the New Division and decided that I didn't really want to mess with them, so I locked the New Division too, thinking I could unlock it. However, I can't find the option to unlock it. So my question is, can I unlock the divisions? And if so, how?

Nevermind, I figured it out!!! Now it has an unlock option at the bottom. I guess I just had to refresh the page.
