How many foals would be considered overbreeding?

That depends on the player. Some people would say 5+ is overbreeding, others might say 10+. I personally don't breed to outside horses, but I wouldn't want to use a stud/broodmare that had more than 5 foals.

for the strictist of players, I’d say anything over 3 foals.
generally if you keep the parents under 5 foals you won’t have trouble selling the offspring.

that said, if you want to breed a mare 17 times (the max possible) or a stallion 1000 times, you absolutely can. Your horses, your decision! :)
