Is there a Difference? Like will not progressing use up deluxe days or anything?

From my understanding, locking your account takes all horses that are put into stables out of their stables. It also stops the dulux days from going down. Everything on your account will be the same as you left it with the exception of your horses not being in the stables (unless they are put into your own stable for those who don't have a dulux) locking your account should also take all horses out of any shows they were in. 

not progressing will eat up your dulux days and stable time (if you do not have them in your own stable) 

I could be wrong, but that's what I have experienced.
