so when breeding how do you decide how many times you want to breed a horse? I started out going by the 200+ stat rule, and then I started getting horses that have better stats at younger ages, then I think oh I can rebreed this horse with a new horse.

It's mainly personal preference. A lot of player refuse to breed their horses more than five times to prevent overbreeding and some unclean lines. Some (like me) don't care how many times a horse is bred. I'd be careful with breeding and to be aware of how many times a stallion or mare has been bred because I had a stud named Charles that I bred so many times to the point that most of my Andies are related.

that's what I want to avoid. I'm thinking something like 2 foals, depending on how many the horse has had be for I get it.

I'm breeding my pairs three times at 17/18/19. As I'm breeding for conformation, I take the best of those three foals on to the next generation. I'm assigning pairs for my lines so I don't have to worry about inbreeding.

it depends on what your goals for the foals are.
