layout code/coder

I really would like to have a layout here on EV... 
I can make images for the layout, the banner, and sides etc. and all that, but I cannot code.

My only requirements are that I'm able to change out images and colors as I'd like, full page, banner of my own, and a nice bar for my tags that I'd use as links to characters too.  

I can pay in EVD and artwork.  Thank you guys for your time and interest.
