Locking a horse simply stops the horse from progressing a day. This means that the horse won't age, and everything about the horse before it was locked (like if it was fed, groomed, worked, trained etc) will stay the same. Now players lock their horses for many reasons. One reason might be that they have a lot of horses and don't have enough time to care for them all. By locking a division, they can click the progress bar and those locked horses will not age. Hence when they do have the time to care for those horses again they would have remained the same has when they had been locked.

Another reason might be that they are looking for a stud/broodmare for their horse, and as breeding horses (especially for stat breeding) can have very specific timing for when they will be bred they may lock their horse until they find a good match.

Then there is me, where I have a division of paints locked. I have them locked because i want to put colour randomisers on all of them, yet don't want to run the risk of them getting old and pretty much dying before I reach that stage.
