Are the levels limited only by horse's stats? I have Pinto mare with stats 160, and she's still N1.

Sorry, it took the game some time after server actualisation to change it to N2, but I was surprised that she was still N1

Horse levels are now manually upgraded- this was because the automatic level up at cron was making it run for a really long time at rollover. If you have deluxe this is the improve all option next to vet and farrier checks. If you don't have deluxe it is now denoted by the green arrow if the horse needs to be leveled from it's horse page.  

As far as the stat grades/level limits, they have not been changed since 2017.
