Can anyone explain to me what the special item
FREEZE GREY is and what it does? Is it just what it sounds like? Is it valuable? sorry if i sound dumb it just seems mysterious and so far ive found no answers

When you apply it to a horse with the gray gene it stops the graying out process in its tracks and the horse will look however it looks at the time for the rest of its life in terms of grayness. It doesn't remove nor apply the gray gene and is only for aesthetics.

This is also explained in the item catalogue on the Town page. Freeze grey is a special snowball fight item but it isn't massively popular/rare as players don't tend to breed/use grey colours.
