Graphics

Wondering how to go about starting to make graphics/photo manips. My laptop is pretty useless at that sort of stuff so I was considering getting a graphics tablet.

Does anyone use one? Pros and cons? Easy to use etc?

Biggest question would be could I do photo manips with one, like changing photos etc
