Base Color: If you mean the bg of the revamp, soft blue tones, please. If you mean the base color of the horse, the same shade of cream he is, with blue eyes.

Anything Else: Basically, I want to redo him as an adult, with the proper refs attached...the heavy feathering on the feet and the long, flowing tail are really important to me.
Addons: I think it would be cool to give him a cloak, a lantern, and a Celtic pendant hanging around his neck...something that makes him reminiscent of nobility and a druid at the same time. I think I would like to see the pendant shaped like a Celtic cross, perhaps.

Anything Else: I'm not at all experienced with advising designs, so if this will look weird, please let me know. I will not be offended if you say so, as you probably know better than I do.
Addons: I would like to see some blue on her, or an emerald green, maybe a silver chain or necklace, with a dark blue gem on it, and some sort of chain or string of similar blue gems on her tail? Maybe, if it wouldn't be overdoing it, some tiny ones in her mane? Or would that be too complex? Like I said, I'm a total newcomer to advising designs, and to the art world in general.

Face Markings: white around the nose, into some sort of unique blaze.
Anything Else: Id like him to have a sort of "space" or "galaxy" look. Not necessarily all over, but either some star like spots, or some sort of blue/purple galaxy looking part somewhere. Nothing too outrageous, Id like it to blend into the normal body color. Or it could be some sort of add-on if that looked better. If that's the case, I'd like him to be a paint. I'm just going to trust your judgement, since my artistic capabilities are nonexistent :)
