I am trying to use a set of lines that come in blue. How do I make the lines black, or any other color? I use GIMP btw.

Try just bringing up the saturation option (I don't know which menus it's under on GIMP but it should be easy to find), then just drop the saturation down to zero. If the lines aren't dark enough after that there should be a lightness adjustment too you can use.

I also use GIMP, and if you lock the lines layer, you can select your color and color over the lines with a brush of your choice :)
