It is their business if the user is trying to avoid a ban or something similar by changing their name.

I'm pretty sure that mods have ways of telling if someone is trying to avoid a ban that doesn't rely on username.

If players absolutely have to have a personal black list, use the player ID rather than the name.

Problem solved.
