You can ask in the forum and players may sell you at an agreed price as a trade in the marketplace.
Alternatively, you'll receive a random amount of hay cubes when you collect your horses from school riding. Sometimes you may find them at the fountain or junk yard and when your horses die of old age (above-21 year-old)
