I know that we can change background at Lvl 30, when we do get there why not just sell backgrounds in the store too? 
Basically instead of users having to risk copyright why not sell art backdrops in the store. We can have users create them and put them up in the store for a set period, they can set price that other users could pay for use on their horses. This prevents copyright issues as the owner of the art is choosing to let others use it plus they can make more money on the game. 

This of course may only be available at lvl 30 and we would have to have rules and some kind of template for the artwork so it won't be too big or too small for the use as a background.

I think the level requirement should be lower, but otherwise think this is a great idea.

I just want to point out here that I would want to set a standard for the art that is submitted.  Having it in EV stores would make it become an official EV asset (as it's distributed by the game's coding rather than by users on the forums).

I would need to be extremely strict about not allowing tracing art, manips (regardless of permission, I'd prefer to keep credits off any official game art), and so on.  I'd also want there to be a certain minimum of quality.  With this, it would likely need to go through a voting system where moderators can approve or reject the art, and I'm not sure the mods would be confident enough to approve something in case it turns out it's copyright.

It's a nice idea, but I do have official game backgrounds on the way and I plan on introducing new backgrounds every month.  Maybe see how that goes, and then I can come back and consider it if I feel it's needed?
